The number of audiovisual media providers under jurisdiction of the Dutch Media Authority is growing rapidly. The regulator is looking for SMEs and start-ups worldwide to deliver intelligent tools to more effectively supervise their media content. The cooperation would be in the frame of a research or a technical cooperation agreement. This request refers to an innovation challenge published on an open platform.
The Dutch Media Authority monitors compliance with the Dutch Media Act. An increasing number of audiovisual media providers are within their jurisdiction: public service broadcasters (national, regional, and local), national and international private service broadcasters, private on-demand audiovisual media service providers and recently also digital video platforms. The regulator protects the independence, diversity and accessibility of audio visual media content in The Netherlands and with that supports freedom of information. The regulator is exploring smart and efficient methods to identify unauthorised commercial activity (sponsoring, product placement, advertising), hate speech, and content which is possibly harmful to juveniles in audiovisual media content. What issues should be addressed? 1)The number of media providers increases substantially. An increasing number of media providers is included within the scope of the Dutch Media Act. With media providers piling up, it is impossible for the regulator to proactively and physically monitor all audiovisual media content that is distributed. Therefore they need new innovative tools to help them supervise the audiovisual media-landscape. 2)The media providers become more diverse. Shifts in technology, media legislation, and media consumption have resulted in a wide variety of media providers and audiovisual media content, each with their own technical- and distribution characteristics. Once radio and linear television was the focal point of our supervision, today an abundance of audiovisual media content of various services like digital video platforms and (paid) video-on-demand services require our attention as well. All these different techniques and distribution methods require a unique approach to enable storage, monitoring and analyses. 3)The amount of Dutch-based international media providers is increasing. The increasing amount of Dutch-based international audiovisual media providers, which are included within the scope of the Dutch Media Act, leads to two obstacles: - the lack of access to most international audiovisual media content prevents the regulator to identify law infringements and - properly interpreting the relevant local culture and correctly translating the language at hand is complicated. They are on the lookout for innovative approaches and techniques. The regulator is looking for SME’s that can tackle the challenges mentioned above. The Dutch regulator is eager to find innovative software tools, concepts, and technologies that help them identify, store and analyze video, images, spoken word, and metadata in audiovisual media content. Especially with regard to sponsoring, product placement, advertising, hate speech, and harmful content. Ideally, these tools should be able to operate within various techniques, distribution methods, and international footage. The regulator is open for different types of partnerships such as a research cooperation agreement or a technical cooperation agreement. Let yourself be challenged and heard!
